STAND. COM. REP. NO. 2439

Honolulu, Hawaii

RE:     S.B. No. 2532

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Judiciary, to which was referred S.B. No. 2532 entitled:

"A BILL FOR AN ACT RELATING TO THE CAMPAIGN SPENDING COMMISSION'S ELECTRONIC FILING SYSTEM,"

begs leave to report as follows:

The purpose and intent of this measure is to amend various sections of the State's campaign spending laws requiring designated campaign finance forms to be submitted electronically through the Campaign Spending Commission's upgraded electronic filing system.

Your Committee received testimony in support of this measure from the Campaign Spending Commission and League of Women Voters of Hawaii.

Your Committee finds that updating and modernizing the Campaign Spending Commission's electronic filing system will allow candidates, candidate committees, and noncandidate committees to electronically file campaign finance forms.  This measure will enable the Campaign Spending Commission to more efficiently receive and process information that is required to be submitted to its office.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2532 and recommends that it pass Second Reading and be referred to your Committee on Ways and Means.

Respectfully submitted on behalf of the members of the Committee on Judiciary,
