Madame:

 

     Your Committee on Judiciary & Hawaiian Affairs, to which was referred S.B. No. 2519, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO LAW ENFORCEMENT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to extend the deadlines for the completion of law enforcement officer certification requirements.

 

     Your Committee received testimony in support of this measure from the Department of the Attorney General; Hawaii Law Enforcement Standards Board; Department of the Prosecuting Attorney of the County of Maui; Office of the Prosecuting Attorney of the County of Hawaiʻi; and one individual.

 

     Your Committee finds that full implementation of the statewide law enforcement officer certification program requires sufficient administrative capacity and time to ensure consistency and reliability.  Your Committee further finds that existing statutory deadlines do not align with the remaining work necessary to complete the certification framework, and that premature enforcement could create uncertainty for law enforcement agencies and criminal proceedings.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2519, H.D. 1, and recommends that it pass Third Reading.
