Your Committees on Energy and Intergovernmental Affairs and Transportation, to which was referred S.B. No. 2356 entitled:
"A BILL FOR AN ACT RELATING TO PARKING,"
beg leave to report as follows:
The purpose and intent of this measure is to prohibit minimum off-street parking requirements for new developments or redevelopment projects located in transit-oriented development infrastructure improvement program areas.
Your Committees received testimony in
support of this measure from the Stadium Authority, Office of Planning and
Sustainable Development, Climate Change Mitigation and Adaptation Commission, Oahu
Metropolitan Planning Organization, Chamber of Commerce Hawaii, Hawaiʻi
Appleseed Center for Law and Economic Justice, Hawaiʻi
Association of REALTORS, Hawaiʻi
YIMBY, Grassroot Institute of Hawaii, Hawaiʻi
Bicycling League, Housing Hawaiʻi's
Future, and eight individuals.
Your Committees find that there is a severe housing shortage in the State. To address this crisis, the State enacted several measures relating to transit-oriented development planning to revitalize neighborhoods and increase affordable housing. Your Committees further find that parking minimums can discourage housing development and other construction when state agencies or developers see parking requirements as a hinderance or financial barrier. This measure will further the State's transit-oriented development plans by encouraging more public transit ridership, reducing costs in the development of housing, and growing more walkable neighborhoods.
Your Committees have
amended this measure by:
(1) Inserting an effective date of April 19, 2042, to encourage further discussion; and
(2) Making a technical, nonsubstantive amendment for the purposes of clarity and consistency.
As affirmed by the records of votes of the members of your Committees on Energy and Intergovernmental Affairs and Transportation that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 2356, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 2356, S.D. 1, and be referred to your Committee on Ways and Means.
