Sir:

 

     Your Committee on Labor and Technology, to which was referred S.B. No. 2140 entitled:

 

"A BILL FOR AN ACT RELATING TO COUNTY LABOR STANDARDS,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to authorize the counties to require contractors to disclose information regarding its employees' wages, benefits, hours, and employment status and deny, revoke, or suspend a building permit application for violating laws relating to wages, benefits, hours, and employment status, under certain conditions.

 

     Your Committee received testimony in support of this measure from the Department of Labor and Industrial Relations, Hawaii Regional Council of Carpenters, Pacific Resource Partnership, and International Union of Operating Engineers Local 3.

 

     Your Committee received comments on this measure from the General Contractors Association of Hawaii.

 

     Your Committee finds that labor violations harm the State's local workforce and their livelihoods.  Your Committee further finds that some businesses deploy "underground economy" schemes to obscure or distort their responsibilities as employers to comply with regulatory requirements, including those related to wages, payroll taxes, insurance, licensing, and safety.  Granting the counties the capacity to adopt labor standards empowers them to protect and ensure the well-being of workers and their families.  This measure provides the counties an opportunity to cultivate positive change while instituting fair labor standards and practices.

 

     As affirmed by the record of votes of the members of your Committee on Labor and Technology that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2140 and recommends that it pass Second Reading and be referred to your Committee on Judiciary.
