     Your Committee on Finance, to which was referred S.B. No. 2101, S.D. 1, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO ORGANIC WASTE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Update and establish additional statewide goals for solid waste stream and organic waste stream diversion; and

 

     (2)  Require the recycling, bioconversion, and organic waste diversion component of a county integrated solid waste management plan to identify and assess methods to achieve certain organic waste stream reduction goals.

 

     Your Committee received testimony in support of this measure from the Department of Health; WOCAN; Environmental Caucus of the Democratic Party of Hawaiʻi; Hawaiʻi Farmers Union United; Green Party of Hawaiʻi; Clean the Pacific; Kauai Climate Action Coalition; Makakilo/Kapolei/Honokai Hale Neighborhood Board No. 43; Prince Kūhiō Hawaiian Civic Club; Hawaiʻi Alliance for Progressive Action; Climate Protectors Hawaiʻi; Hawaiʻi Reef and Ocean Coalition; and numerous individuals.  Your Committee received comments on this measure from the Department of Land and Natural Resources and one individual.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2101, S.D. 1, H.D. 1, and recommends that it pass Third Reading.
