Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 2074, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO STATE FACILITIES,"
begs leave to report as follows:
The purpose and intent of this measure is to facilitate the operation of the new stadium facility to be constructed in Halawa on the island of Oahu.
Specifically, the measure:
(1) Exempts concessions within the stadium facility from chapter 102, Hawaii Revised Statutes;
(2) Authorizes the Stadium Authority to lease the naming rights of the stadium facility, or any portion or building of the facility, to any entity;
(3) Requires any revenues derived from advertising or marketing in or on the stadium facility to be deposited into the stadium development special fund; and
(4) Authorizes the display on the exterior of the stadium of the name of any entity that leases the naming rights to a stadium operated by the Stadium Authority.
Your Committee received written comments in support of this measure from the Department of Business, Economic Development, and Tourism; Stadium Authority; Retail Merchants of Hawaii; and one individual.
Your Committee received written comments in opposition to this measure from UNITE HERE Local 5, the Outdoor Circle, and one individual.
Your Committee finds that leasing naming rights and authorizing the display of the leasing entity's name on the stadium's exterior will help generate additional revenue opportunities for the stadium facility.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2074, S.D. 1, and recommends that it pass Third Reading.
