Sir and Madam:

 

     Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 2050, S.D. 1, H.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO CHIROPRACTIC,"

 

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

 

     The purpose of this measure is to:

 

     (1)  Beginning July 1, 2028, allow chiropractic students enrolled in an accredited doctor of chiropractic program to engage in clinical training involving the practice of chiropractic as part of the completion of their degree, under certain conditions; and

 

     (2)  Require a report to the Legislature.

 

     Your Committee on Conference finds that supervised clinical experience is essential to developing competent, safe, and ethical health care providers; however existing state law prohibits a person from practicing chiropractic care without a license, restricting chiropractic students from engaging in clinical practice as part of their training.  This measure establishes a responsible framework allowing chiropractic students enrolled in a qualified chiropractic program to engage in clinical practice as part of their formal education to align chiropractic education in the State with long‑standing training models used across health care disciplines, including medicine, nursing, dentistry, and physical therapy.

 

     Your Committee on Conference has amended this measure by:

 

     (1)  Inserting an effective date of July 1, 2026; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 2050, S.D. 1, H.D. 2, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 2050, S.D. 1, H.D. 2, C.D. 1.
