     Your Committee on Water & Land, to which was referred H.R. No. 96 entitled:

 

"HOUSE RESOLUTION URGING THE DEPARTMENT OF TRANSPORTATION AND THE DEPARTMENT OF TRANSPORTATION SERVICES OF THE CITY AND COUNTY OF HONOLULU TO WORK WITH COMMUNITY GROUPS TO ADVANCE THE SYSTEM OF COASTAL TRAILS ON THE NORTH SHORE OF OAHU,"

 

begs leave to report as follows:

 

     The purpose of this measure is to urge the Department of Transportation and Department of Transportation Services of the City and County of Honolulu to work closely with North Shore community organizations to rapidly advance the system of multimodal coastal trails on the North Shore of Oahu and involve these organizations in the planning, design, construction, and maintenance of these trails.

 

     Your Committee received testimony in support of this measure from the Department of Transportation; North Shore Community Land Trust; Hawaiʻi Bicycling League; and one individual.

 

     Your Committee finds that the North Shore of Oahu experiences significant traffic congestion due to high volumes of residents and visitors alike who drive through the North Shore throughout the year, largely due to the region's beautiful scenery and desirable rural qualities.  Your Committee further finds that the advancement of a system of coastal trails along the North Shore could help alleviate some of the traffic pressures in this region.

 

     As affirmed by the record of votes of the members of your Committee on Water & Land that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 96 and recommends its adoption.
