Your Committee on Human Services & Homelessness, to which was referred H.R. No. 73 entitled:
"HOUSE RESOLUTION REQUESTING THE PLANNING DEPARTMENT OF EACH COUNTY TO ESTABLISH KUPUNA-FRIENDLY BUILDING PERMIT REQUIREMENTS FOR PARKING ACCESSIBILITY AND PRIVATE BUSINESSES OPERATING HOURS,"
begs leave to report as follows:
The
purpose of this measure is to
request that the planning department of each county establish kupuna-friendly
building permit requirements for parking accessibility and private businesses
operating hours.
Your Committee did not receive any written testimony on this
measure.
Your
Committee finds that inadequate availability of accessible and van-accessible
parking poses safety risks and limits community participation for older adults
and persons with disabilities. Your
Committee further finds that individuals who qualify for accessible parking
frequently encounter difficulty locating appropriate spaces, and that, during
the COVID-19 pandemic, designated business hours for kupuna successfully
allowed access to goods and services.
Your Committee also finds that kupuna-friendly building permit
requirements and planning that address parking accessibility and operating
hours are important steps the counties can take to support the State's aging
population.
Your Committee has
amended this measure by:
(1) Changing its title to make a technical amendment; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Human Services & Homelessness that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 73, as amended herein, and recommends that it be referred to your Committee on Water & Land in the form attached hereto as H.R. No. 73, H.D. 1.
