Your Committee on Transportation, to which was referred H.R. No. 58 entitled:
"HOUSE RESOLUTION URGING THE DEPARTMENT OF TRANSPORTATION TO MINIMIZE RUMBLE STRIP DIMENSIONS ON A SEGMENT OF KAMEHAMEHA V HIGHWAY ON MOLOKAI TO REDUCE UNINTENDED HAZARDS AND NOISE POLLUTION,"
begs leave to report as follows:
Your Committee
received testimony in support of this measure from the Department of
Transportation.
Your Committee finds that while rumble
strips are intended to enhance roadway safety by alerting drivers to lane
departures, improperly designed strips may produce unintended and
counterproductive effects. On a segment
of Kamehameha V Highway on Molokai, rumble strips with excessive depth and
vibration have led drivers to alter their driving behavior in ways that
increase risks to pedestrians and cyclists. This measure urges the Department of
Transportation to adjust rumble strip dimensions to safer, lower-impact designs
that preserve their warning function while reducing hazards.
Your Committee has amended this measure by:
(1) Removing references to the reduction of noise pollution;
(2) Amending its title in accordance with its amended purpose; and
(3) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 58, as amended herein, and recommends its adoption in the form attached hereto as H.R. No. 58, H.D. 1.
