      H.D. 1

Honorable Nadine K. Nakamura

Speaker, House of Representatives

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Madame:

Your Committee on Culture & Arts, to which was referred H.R. No. 53 entitled:

"HOUSE RESOLUTION RECOGNIZING SEPTEMBER TWENTY-EIGHTH AS HAWAII GOOD NEIGHBOR DAY,"

begs leave to report as follows:

The purpose of this measure is to recognize September twenty-eighth as Hawaii Good Neighbor Day.

Your Committee received testimony in support of this measure from one individual.

Your Committee finds that strong, connected communities are essential to promoting public safety, social well-being, and a sense of belonging among residents.  Initiatives like Good Neighbor Day, which emphasize relationship-building and community engagement, can help address growing concerns related to social isolation while fostering more resilient and supportive neighborhoods.  This measure recognizes September twenty-eighth as Hawaii Good Neighbor Day to encourage residents to engage in meaningful, connection-building activities that reinforce the spirit of aloha and community across the State.

Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

As affirmed by the record of votes of the members of your Committee on Culture & Arts that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 53, as amended herein, and recommends its adoption in the form attached hereto as H.R. No. 53, H.D. 1.

Respectfully submitted on behalf of the members of the Committee on Culture & Arts,
