STAND. COM. REP. NO.  1654-26

Honolulu, Hawaii

                , 2026

RE:   H.R. No. 27

Honorable Nadine K. Nakamura

Speaker, House of Representatives

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Madame:

Your Committee on Economic Development & Technology, to which was referred H.R. No. 27 entitled:

"HOUSE RESOLUTION URGING THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM TO ESTABLISH A THREE-YEAR BUSINESS PLAN AND A STRATEGIC VISION FOR THE HAWAII FILM STUDIO,"

begs leave to report as follows:

The purpose of this measure is to urge the Department of Business, Economic Development, and Tourism to develop a three-year business plan and strategic vision for the Hawaii Film Studio.

Your Committee did not receive any written testimony on this measure.

Your Committee finds that the film and television industry provides a significant economic benefit to the State, with production companies spending millions of dollars on hiring local crew members and purchasing materials locally.  Your Committee further finds that the Hawaii Film Office serves as a stable, well-equipped production facility and has been the headquarters for major film productions.  Your Committee recognizes that in order for the Hawaii Film Studio to remain a competitive and vital asset within the State's evolving film industry, it is necessary to develop a plan for its growth and modernization.  This measure urges the Department of Business, Economic Development, and Tourism to develop such a plan.

As affirmed by the record of votes of the members of your Committee on Economic Development & Technology that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 27 and recommends its adoption.

Respectfully submitted on behalf of the members of the Committee on Economic Development & Technology,
