Madame:

 

     Your Committee on Education, to which was referred H.R. No. 14 entitled:

 

"HOUSE RESOLUTION REQUESTING THE BOARD OF EDUCATION, IN PARTNERSHIP WITH THE STATE PUBLIC CHARTER SCHOOL COMMISSION, TO SUBMIT A REPORT ON INCREASING ACCESS TO STABLE, SUITABLE, AND AFFORDABLE FACILITIES FOR PUBLIC CHARTER SCHOOLS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Board of Education, in partnership with the State Public Charter School Commission, to submit a report on increasing access to stable, suitable, and affordable facilities for public charter schools.

 

     Your Committee received testimony in support of this measure from six individuals.  Your Committee received testimony in support of the intent of this measure from the State Public Charter School Commission.  Your Committee received comments on this measure from the Board of Education and Office of Hawaiian Affairs.

 

     Your Committee finds that public charter schools play a critical role in expanding public education options, and that access to stable, suitable, and affordable facilities is central to student success and program continuity.  Your Committee further finds that improved facility access and clearer planning information can support equitable opportunities for students and families across the State.  Your Committee believes that further examination on increasing access to stable, suitable, and affordable facilities for public charter schools is necessary to create more educational opportunities for families.

 

     Your Committee has amended this measure by:

 

     (1)  Clarifying that the State Public Charter School Commission, rather than the Board of Education, is requested to conduct a study on increasing access to stable, suitable, and affordable facilities for public charter schools;

 

     (2)  Requesting the State Public Charter School Commission, in preparing the study, to obtain and publish an updated list from the Department of Accounting and General Services of unused or underutilized facilities;

 

     (3)  Requesting the State Public Charter School Commission to submit the study to the Legislature no later than twenty days prior to the convening of the Regular Session of 2027;

 

     (4)  Amending its title in accordance with its amended purpose; and

 

     (5)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 14, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as H.R. No. 14, H.D. 1.
