Madame:

 

     Your Committee on Finance, to which was referred H.R. No. 131 entitled:

 

"HOUSE RESOLUTION REQUESTING THE DEPARTMENT OF HEALTH, DEPARTMENT OF HUMAN SERVICES, AND DEPARTMENT OF EDUCATION TO DEVELOP A COORDINATED PLAN TO REDUCE THE IMPACT OF FETAL ALCOHOL SPECTRUM DISORDERS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Department of Health, Department of Human Services, and Department of Education develop a coordinated plan to reduce the impact of fetal alcohol spectrum disorders.

 

     Your Committee received testimony in support from the Hawaii State Council on Developmental Disabilities, Hawaii Substance Abuse Coalition, Hawaii Disability Rights Center, Coalition for a Drug-Free Hawaii, Hawaii Fetal Alcohol Syndrome Spectrum Disorders Action Group, and 4 individuals. Your Committee received testimony offering comments from the Department of Human Services, and the Department of Health.  

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 131 and recommends its adoption.
