Madame:

 

     Your Committee on Transportation, to which was referred H.R. No. 111 entitled:

 

"HOUSE RESOLUTION REQUESTING THE DEPARTMENT OF TRANSPORTATION TO ESTABLISH AN INDIRECT TRAFFIC DISRUPTION GRANT PROGRAM,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Department of Transportation to:

 

     (1)  Establish an Indirect Roadwork Disruption Grant Program to provide grants to property owners and small businesses impacted by unplanned road closures, detours, blockages, or utility disruptions caused by state or county roadwork or roadwork conducted by a public utility or contractor pursuant to a work order issued by the State or a county; and

 

     (2)  Submit a progress report to the Legislature prior to the Regular Session of 2027.

 

     Your Committee did not receive any written testimony on this measure.

 

     Your Committee finds that unplanned road closures, detours, and utility disruptions resulting from state and county roadwork can significantly limit access to homes and businesses, creating unintended consequences for surrounding communities.  Small businesses, in particular, may experience substantial economic hardship due to reduced customer access, prolonged disruptions, and substantial losses in revenue.  This measure addresses these concerns by requesting the Department of Transportation to establish an Indirect Roadwork Disruption Grant Program to provide financial relief and support to impacted parties, helping to mitigate economic harm and promote community resilience.

 

     Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 111, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as H.R. No. 111, H.D. 1.
