Your Committee on Economic Development & Technology, to which was referred H.R. No. 108 entitled:
"HOUSE RESOLUTION REQUESTING THE CITY AND COUNTY OF HONOLULU AND STATEWIDE OFFICE ON HOMELESSNESS AND HOUSING SOLUTIONS TO DEVELOP A COORDINATED, PLACE-BASED STRATEGIC ACTION PLAN TO ADDRESS BEHAVIORAL HEALTH AND HOMELESSNESS RESPONSE NEEDS ON THE WAIANAE COAST,"
begs leave to report as follows:
The purpose of this measure is to request the City and County of Honolulu and Statewide Office on Homelessness and Housing Solutions to develop a coordinated, place-based strategic action plan to address behavioral health and homelessness response needs on the Waianae Coast.
Your Committee finds that the Waianae Coast currently has the largest concentration of homeless individuals on Oahu, over half of whom are classified as chronically homeless, yet the region remains underserved with only six shelter programs in operation. Your Committee further finds that because behavioral health and substance use disorders are leading drivers of homelessness, a unified intergovernmental plan is necessary to improve service coordination, resource efficiency, and outcomes for individuals experiencing housing and health crises. The intergovernmental and community‑informed strategic action plan proposed under this measure will improve coordination, identify service gaps, and guide targeted investments that strengthen behavioral health and homelessness responses on the Waianae Coast.
As affirmed by the record of votes of the members of your Committee on Economic Development & Technology that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 108 and recommends its adoption.
