Your Committee on Higher Education, to which was referred H.R. No. 103 entitled:

"HOUSE RESOLUTION REQUESTING THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII TO REVIEW AND CLARIFY THE ROLES, RESPONSIBILITIES, AND FUNCTIONS OF THE UNIVERSITY OF HAWAII SYSTEM IN RELATION TO THE RESPONSIBILITIES OF INDIVIDUAL CAMPUSES,"

begs leave to report as follows:

The purpose of this measure is to request the Board of Regents of the University of Hawaii to review and clarify the roles, responsibilities, and functions of the University of Hawaii System in relation to the responsibilities of individual campuses.

Your Committee received comments on this measure from the Board of Regents of the University of Hawaii.

Your Committee finds that, as result of its study examining the structure and governance of the University of Hawaii, the National Center for Higher Education Management Systems recommended increased attention to the distinct functions of the University of Hawaii System and its role in supporting statewide priorities. Your Committee further finds that additional examination is necessary to consider how the University of Hawaii System can effectively support statewide strategic priorities, coordination among campuses, and service to students across the State.

As affirmed by the record of votes of the members of your Committee on Higher Education that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 103 and recommends that it be referred to your Committee on Finance.
