Your Committee on Finance, to which was referred H.C.R. No. 93, H.D. 1, entitled:

"HOUSE CONCURRENT RESOLUTION REQUESTING THE HAWAII STATE COMMISSION ON THE STATUS OF WOMEN, IN COLLABORATION WITH THE LEGISLATIVE REFERENCE BUREAU, TO ESTABLISH A WORKING GROUP AND PROVIDE A REPORT TO THE LEGISLATURE ON WAYS TO STRENGTHEN PREVENTION, INTERVENTIONS, AND PROTECTIONS FOR SURVIVORS OF IMAGE-BASED SEXUAL ABUSE,"

begs leave to report as follows:

The purpose of this measure is the request the Hawaii State Commission on the Status of Women, in collaboration with the Legislative Reference Bureau, to establish a working group and provide a report to the Legislature on ways to strengthen prevention, interventions, and protections for survivors of image-based sexual abuse.

Your Committee received testimony in support of this measure from the Office of Hawaiian Affairs, the Hawaii State Commission on the Status of Women, Rainbow Family 808, and Imua Alliance. Your Committee received testimony offering comments from the Legislative Reference Bureau.

Your Committee has amended this measure by:

(1) Amending the title and purpose of the measures to remove the language that requests the Legislative Reference Bureau to collaborate with the Commission on the Status of Women to establish and participate in the working group.

(2) Including language to request that the Department of the Attorney General provide legal guidance and administrative support to the working group.

(3) Including language to allow the Commission on the Status of Women designee to the working group to request drafting services of the Legislative Reference Bureau to draft proposed legislation for the working group; provided that the request is made prior to October 1, 2027.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 93, H.D. 1, as amended herein, and recommends its adoption in the form attached hereto as H.C.R. No. 93, H.D. 2.
