Your Committee on Labor, to which was referred H.C.R. No. 92 entitled:
"HOUSE CONCURRENT RESOLUTION ENCOURAGING THE STATE TO EXAMINE REQUIRING AUTOMATED EXTERNAL DEFIBRILLATORS IN ALL STATE-OWNED BUILDINGS AND PURSUE EXISTING AUTOMATED EXTERNAL DEFIBRILLATOR PROGRAMS,"
begs leave to report as follows:
Your Committee finds that sudden cardiac arrest is a life‑threatening condition in which survival decreases significantly with each minute that defibrillation is delayed, making immediate access to automated external defibrillators (AED) critical in public settings. While some organizations offer first aid and AED training, the State does not have a legislatively mandated program to ensure consistent access to AEDs or education across state facilities. This measure promotes improved emergency preparedness in state buildings by expanding access to AEDs and encouraging training efforts that can save lives.
As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 92 and recommends that it be referred to your Committee on Finance.
