Madame:
Your Committee on Transportation, to which was referred H.C.R. No. 69 entitled:
"HOUSE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF TRANSPORTATION TO CORRECT, UPDATE, AND COMPLETE ITS ADMINISTRATIVE RULES GOVERNING THE DRIVER EDUCATION PROGRAM AS RECOMMENDED BY THE AUDITOR'S REPORT NO. 25‑06,"
begs leave to report as follows:
The purpose of this measure is to
request the Department of Transportation to:
(1) Correct, update, and complete its administrative rules relating to the Driver Education Program as recommended by the Auditor; and
(2) Submit a report to the Legislature prior to
the Regular Session of 2027.
Your Committee finds that the Department of
Transportation's administration of the Driver Education Program lacks adequate
oversight, consistency, and compliance with existing administrative rules. In its performance audit of the Driver
Education Program, the Auditor found that the Department of Transportation has
failed to certify required curricula for more than twenty years and has
implemented practices that are inconsistent and, in some cases, exceed its
legal authority. By requesting the
Department of Transportation to correct, update, and complete its
administrative rules, and to align its policies and procedures with statutory
requirements, this measure ensures a more consistent, transparent, and
effective Driver Education Program.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 69 and recommends its adoption.
