Madame:

 

     Your Committee on Tourism, to which was referred H.C.R. No. 48 entitled:

 

"HOUSE CONCURRENT RESOLUTION URGING THE GOVERNOR TO TAKE ACTION TO REASSURE ALL VISITORS TO HAWAII THAT THEY WILL BE TREATED SAFELY, LEGALLY, AND ETHICALLY BY ALL STATE LAW ENFORCEMENT AGENCIES UPON THEIR ARRIVAL AND THROUGHOUT THEIR STAY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to urge the Governor to take action to reassure all visitors to Hawaii that they will be treated safely, legally, and ethically by all state law enforcement agencies upon their arrival and throughout their stay.

 

     Your Committee received testimony in support of this measure from one individual.   

 

     Your Committee finds that visitor confidence is essential to Hawaii's tourism industry and any perceptions that visitors will be subject to unsafe, illegal, or unethical treatment can adversely affect the State's reputation as a welcoming destination.  Your Committee further finds that certain actions and policies relating to immigration and border control that have been adopted by the current presidential administration have resulted in reports of actions, such as warrantless searches and seizures of traveler's mobile phones and other electronic devices and denials of entry and deportation due to opposing ideological viewpoints are inconsistent with Hawaii's values and constitutional principles of democracy.  Accordingly, this measure urges action to reassure visitors that they will be treated lawfully and ethically by state law enforcement throughout their stay.

 

     Your Committee has amended this measure by:

 

     (1)  Requesting the Mayors in addition to the Governor, to take action to reassure visitors to Hawaii that they will be treated safely, legally, and ethically by state and county law enforcement agencies upon their arrival in Hawaii and throughout their stay;

 

     (2)  Amending the list of recipients of certified copies of this measure;

 

     (3)  Amending its title in accordance with its updated purpose; and

 

     (4)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Tourism that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 48, as amended herein, and recommends that it be referred to your Committee on Judiciary & Hawaiian Affairs in the form attached hereto as H.C.R. No. 48, H.D. 1.
