STAND. COM. REP. NO.  1791-26

Honolulu, Hawaii

                , 2026

RE:   H.C.R. No. 44

Honorable Nadine K. Nakamura

Speaker, House of Representatives

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Madame:

Your Committee on Education, to which was referred H.C.R. No. 44 entitled:

"HOUSE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF EDUCATION TO CO-DEVELOP A SIXTH TO TWELFTH GRADE ARTIFICIAL INTELLIGENCE LITERACY AND USAGE CURRICULUM WITH TEACHERS,"

begs leave to report as follows:

The purpose of this measure is to urge the Department of Education to co-develop a sixth to twelfth grade artificial intelligence literacy and usage curriculum with teachers.

Your Committee received testimony in support of this measure from the Kūlia Academy; Democratic Party of Hawaiʻi Education Caucus; and one individual.  Your Committee received comments on this measure from the Department of Education.

Your Committee finds that students increasingly interact with artificial intelligence tools in academic and daily contexts, making foundational literacy and responsible usage essential skills.  Your Committee further finds that curriculum development is strongest when informed by classroom educators and aligned with grade-level learning needs.  Your Committee believes that an artificial intelligence literacy and usage curriculum is essential to ensure that Hawaii's students have the education required to enter an increasingly AI-centric workforce.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 44 and recommends its adoption.

Respectfully submitted on behalf of the members of the Committee on Education,
