Sir:

 

     Your Committees on Transportation and Energy and Intergovernmental Affairs, to which was referred H.C.R. No. 43 entitled:

 

"HOUSE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF TRANSPORTATION SERVICES FOR THE CITY AND COUNTY OF HONOLULU TO INSTALL RAISED CROSSWALKS AT THE UNIVERSITY AVENUE, LAUIKI STREET, AND KAMOKU STREET INTERSECTIONS WITH HIHIWAI STREET TO IMPROVE PEDESTRIAN SAFETY NEAR ALA WAI ELEMENTARY SCHOOL AND THE SURROUNDING COMMUNITY,"

 

beg leave to report as follows:

 

     The purpose and intent of this measure is to urge the Department of Transportation Services for the City and County of Honolulu to install raised crosswalks at the University Avenue, Lauiki Street, and Kamoku Street intersections with Hihiwai Street to improve pedestrian safety near Ala Wai Elementary School and the surrounding community.

 

     Your Committees received testimony in support of this measure from three individuals.

 

     Your Committees find that the intersections of University Avenue and Hihiwai Street, Lauiki Street and Hihiwai Street, and Kamoku Street and Hihiwai Street are located in a high-density residential area and experience high volumes of traffic and pedestrians.  Each intersection serves as a key pedestrian corridor to schools and community spaces.  Despite their importance and high volumes of traffic and pedestrians, these intersections lack adequate traffic-calming infrastructure.  Raised crosswalks are a proven safety measure that physically slow vehicles, improving pedestrian visibility and safety.  This measure will prioritize pedestrian and bicycle safety and encourage the implementation of traffic-calming infrastructure.

 

     As affirmed by the records of votes of the members of your Committees on Transportation and Energy and Intergovernmental Affairs that are attached to this report, your Committees concur with the intent and purpose of H.C.R. No. 43, and recommend its adoption.
