Madame:

 

     Your Committee on Transportation, to which was referred H.C.R. No. 43 entitled:

 

"HOUSE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF TRANSPORTATION SERVICES FOR THE CITY AND COUNTY OF HONOLULU TO INSTALL RAISED CROSSWALKS AT THE UNIVERSITY AVENUE, LAUIKI STREET, AND KAMOKU STREET INTERSECTIONS WITH HIHIWAI STREET TO IMPROVE PEDESTRIAN SAFETY NEAR ALA WAI ELEMENTARY SCHOOL AND THE SURROUNDING COMMUNITY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to urge the Department of Transportation Services for the City and County of Honolulu to install raised crosswalks at the University Avenue, Lauiki Street, and Kamoku Street intersections with Hihiwai Street to improve pedestrian safety near Ala Wai Elementary School and the surrounding community.

 

     Your Committee received testimony in support of this measure from the McCully/Moʻiliʻili Neighborhood Board No. 8 and one individual.

 

     Your Committee finds that the intersections along Hihiwai Street near Ala Wai Elementary School serve a high volume of pedestrians, including students, kupuna, and families, yet existing traffic controls are insufficient to ensure safe crossings.  Additionally, limited traffic controls, including insufficient stop signage and reliance on marked crosswalks alone, contribute to unsafe conditions exacerbated by speeding vehicles and driver inattention.  This measure urges the Department of Transportation Services for the City and County of Honolulu to install raised crosswalks at key intersections along Hihiwai Street to enhance visibility, calm traffic, and improve pedestrian safety.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 43 and recommends that it be referred to your Committee on Water & Land.
