Madame:

 

     Your Committee on Judiciary & Hawaiian Affairs, to which was referred H.C.R. No. 22 entitled:

 

"HOUSE CONCURRENT RESOLUTION URGING THE UNITED STATES CONGRESS TO PASS H.R. 2687, ALSO KNOWN AS THE END KIDNEY DEATHS ACT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to urge the United States Congress to pass H.R. 2687, also known as the End Kidney Deaths Act. This measure would also urge the Hawaii congressional delegation to support the End Kidney Deaths Act.

 

     Your Committee has received testimony in support of this measure from U.S. Renal Care and two individuals.

 

     Your Committee finds that Hawaii faces real challenges to accessing health care for kidney disease and this is exacerbated in the outer islands, among low-income communities, and in communities of color who are more likely to die from kidney disease due to inequities in access to timely and effective treatment. Your Committee also finds that the number of kidney donors has not meaningfully increased even as the number of people needing a kidney transplant has increased and that providing as much incentive as possible to those generous enough to donate their kidneys would allow the donor pool to grow. Your Committee believes that since Kidney transplants take patients off dialysis, which costs the U.S. $50,000,000,000 annually, granting a tax credit to those relieving the nation of this cost burden would be prudent and fair.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 22 and recommends its adoption.
