Madame:

 

     Your Committee on Health, to which was referred H.C.R. No. 22 entitled:

 

"HOUSE CONCURRENT RESOLUTION URGING THE UNITED STATES CONGRESS TO PASS H.R. 2687, ALSO KNOWN AS THE END KIDNEY DEATHS ACT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to urge the United States Congress to pass H.R. 2687, also known as the End Kidney Deaths Act.

 

     Your Committee received testimony in support of this measure from U.S. Renal Care and three individuals.

 

     Your Committee finds that because of Hawaii's geographic isolation, treatment for kidney disease and kidney failure poses serious health challenges, particularly for rural, low‑income communities, and communities of color, who are more likely to die from kidney disease based on deep inequities in access to timely and effective treatment.  Your Committee further finds that although kidney transplantation is a proven, life‑saving therapy that improves patient outcomes and reduces long‑term health care expenditures compared to dialysis, access to transplantation remains limited due to systemic barriers.  Your Committee believes that the passage of the End Kidney Deaths Act on the national level, which will allow for regulated, refundable tax credits for living donors who donate a kidney to a stranger, will improve health outcomes, reduce disparities, and promote a more sustainable health care system in Hawaii and across the United States.

 

     As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 22 and recommends that it be referred to your Committee on Judiciary & Hawaiian Affairs.
