     Your Committee on Consumer Protection & Commerce, to which was referred H.C.R. No. 202, H.D. 1, entitled:

 

"HOUSE CONCURRENT RESOLUTION ESTABLISHING THE LEGISLATIVE TASK FORCE ON HAWAII'S FUTURE ENERGY PATHWAYS TO EXAMINE STRATEGIES TO MAXIMIZE COST SAVINGS WHILE MINIMIZING RISK TO RATEPAYERS OVER THE NEXT THREE DECADES AND ACHIEVING THE STATE'S ENERGY GOALS AND PRODUCING AFFORDABLE, RELIABLE, RESILIENT, AND DECARBONIZED ENERGY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish a legislative task force on Hawai'i's future energy pathways to examine strategies to maximize cost savings while minimizing risk to ratepayers over the next three decades and achieving the State's energy goals and producing affordable, reliable, resilient, and decarbonized energy.

 

     Your Committee received testimony in support of this measure from the Department of Commerce and Consumer Affairs – Division of Consumer Advocacy, the Public Utilities Commission, the Office of Hawaiian Affairs, and Imua Alliance. Your Committee received testimony in opposition from one individual. Your Committee received comments on this measure from the Hawai'i State Energy Office.

 

     Your Committee has amended this measure by:

 

     (1)  Adding the Chairperson of the House standing committee on Consumer Protection and Commerce or the Chairperson's designee to the task force; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Consumer Protection & Commerce that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 202, H.D. 1, as amended herein, and recommends its adoption in the form attached hereto as H.C.R. No. 202, H.D. 2.
