Your Committee on Water, Land, Culture and the Arts, to which was referred H.C.R. No. 19, H.D. 1, entitled:

"HOUSE CONCURRENT RESOLUTION DESIGNATING THE MONTH OF MARCH AS MARCH4WATER MONTH IN HAWAII,"

begs leave to report as follows:

The purpose and intent of this measure is to designate the month of March as March4Water Month in the State.

Your Committee received testimony in support of this measure from the Board of Water Supply of the City and County of Honolulu.

Your Committee finds that access to drinking water, wastewater, and stormwater resources for residents depends on significant investment in the State's water infrastructure. Coincidentally, the month of March plays host to multiple global initiatives advocating for the sustainable management of freshwater resources, such as World Plumbing Day on March 11 and World Water Day on March 22. This measure's designation of March as March4Water Month will foster awareness of water conservation and encourage prudent investment in water infrastructure.

As affirmed by the record of votes of the members of your Committee on Water, Land, Culture and the Arts that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 19, H.D. 1, and recommends its adoption.
