     Your Committee on Culture & Arts, to which was referred H.C.R. No. 19 entitled:

 

"HOUSE CONCURRENT RESOLUTION DESIGNATING THE MONTH OF MARCH 2026 AS MARCH4WATER MONTH IN HAWAII,"

 

begs leave to report as follows:

 

     The purpose of this measure is to designate the month of March 2026 as March4Water Month in Hawaii.

 

     Your Committee received testimony in support of this measure from the Plumbers and Fitters UA Local 675.

 

     Your Committee finds that water is a vital resource necessary to sustain life, protect public health, and support Hawaii's economy.  However, aging water infrastructure, workforce demands, and the high cost of system improvements underscore the need for increased public awareness and coordinated action to safeguard water resources.  Designating March as March4Water Month in Hawaii would promote awareness, encourage community participation, and emphasize the importance of preserving and investing in the State's water systems for future generations.

 

     Your Committee has amended this measure by:

 

     (1)  Designating the month of March, rather than just March 2026, as March4Water Month; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Culture & Arts that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 19, as amended herein, and recommends that it be referred to your Committee on Water & Land in the form attached hereto as H.C.R. No. 19, H.D. 1.
