Your Committees on Energy and Intergovernmental Affairs and Public Safety and Military Affairs, to which was referred H.C.R. No. 186 entitled:
"HOUSE CONCURRENT RESOLUTION URGING THE UNITED STATES DEPARTMENT OF DEFENSE AND DEFENSE HEALTH AGENCY TO EXTEND THE RENEWAL PERIOD FOR SECRETARIAL DESIGNEE HEALTH CARE AUTHORIZATIONS RELATED TO THE RED HILL WATER CONTAMINATION CRISIS AND TO IMPROVE HEALTH CARE ACCESS FOR AFFECTED INDIVIDUALS,"
beg leave to report as follows:
The purpose and intent of this measure is to urge the United States Department of Defense and Defense Health Agency to extend the renewal period for Secretarial Designee health care authorizations related to the Red Hill water contamination crisis to a two—year renewal cycle to promote stability and continuity of care for affected individuals.
Your Committees received testimony in support of this measure from the Honolulu Board of Water Supply, Environmental Caucus of the Democratic Party of Hawaiʻi, and six individuals.
Your Committees find that, following the Red Hill fuel leaks, Secretarial Designee health care authorizations have been essential for obtaining necessary appointments, evaluations, and specialty care for the families that were exposed to petroleum‑contaminated drinking water. Extending the restrictive renewal period for this designee status is a reasonable and necessary step to ensure continuity of care and reduce unnecessary administrative burdens for families still dealing with the consequences of petroleum exposure. This measure provides a responsible pathway for ensuring that the Department of Defense and the Defense Health Agency meet their obligations to the families impacted by the Red Hill water contamination crisis.
As affirmed by the records of votes of the members of your Committees on Energy and Intergovernmental Affairs and Public Safety and Military Affairs that are attached to this report, your Committees concur with the intent and purpose of H.C.R. No. 186, and recommend its adoption.
