COM. REP. NO. 1777-26
Honolulu, Hawaii
, 2026
RE: H.C.R. No. 176
H.D. 1
Honorable Nadine K. Nakamura
Speaker, House of Representatives
Thirty-Third State Legislature
Regular Session of 2026
State of Hawaii
Madame:
Your Committee on Education, to which was referred H.C.R. No. 176 entitled:
"HOUSE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF EDUCATION TO ADOPT POLICIES AND PROCEDURES REGARDING THE STORAGE AND ADMINISTRATION OF ORAL ANTIHISTAMINES IN PUBLIC SCHOOLS,"
begs leave to report as follows:
Your Committee finds that the timely response to allergic symptoms through the administration of oral antihistamines is an important student health and safety concern in public schools. Your Committee further finds that requesting the Department of Education to adopt clear policies and procedures regarding the storage and administration of oral antihistamines in public schools will ensure the safe and effective administration of oral antihistamines in school settings.
Your Committee has amended this measure by requesting the Department of Education to establish procedures allowing trained school personnel to administer oral antihistamines to students who have a current, individualized, physician-directed allergy response protocol that explicitly authorizes the use of oral antihistamines on file developed by a licensed physician or authorized health care provider.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 176, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as H.C.R. No. 176, H.D. 1.
Respectfully submitted on behalf of the members of the Committee on Education,
|
