Your Committee on Public Safety, to which was referred H.C.R. No. 171 entitled:
"HOUSE CONCURRENT RESOLUTION REQUESTING THE HAWAII EMERGENCY MANAGEMENT AGENCY TO ASSIST IN ORGANIZING A STATEWIDE SUMMIT OF ORGANIZATIONS WORKING ON COMMUNITY RESILIENCE HUBS,"
begs leave to report as follows:
The purpose of this measure is to request the Hawaii Emergency Management Agency to assist in organizing a statewide summit of organizations working on community resilience hubs.
Your Committee received testimony in opposition to this measure from one individual.
Your Committee finds that community resilience hubs can help residents prepare for natural or human-caused disasters by serving as centers for coordination, resources, and information before, during, and after emergencies. Your Committee further finds that organizations throughout the State are actively working to develop and support community resilience hubs, including organizations that possess significant expertise and experience in community-based disaster preparedness. Your Committee also finds that convening a statewide summit of organizations working on community resilience hubs would provide an opportunity for stakeholders to share best practices, strengthen partnerships, and develop coordinated strategies to enhance community resilience across Hawaii.
Your Committee has amended this measure by:
(1) Clarifying that the Hawaii Emergency Management Agency is requested to partner with Vibrant Hawaii and Community Engagement for Resilient Neighborhoods, who are requested to take the lead in organizing the summit, including coordinating with organizations on Oahu and across the State that are engaged in community resilience hub initiatives;
(2) Modifying the scope of the Hawaii Emergency Management Agency's report to address best practices for community resilience hubs in the State; and
(3) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Public Safety that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 171, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as H.C.R. No. 171, H.D. 1.
