Madame:

 

     Your Committee on Transportation, to which was referred H.C.R. No. 159 entitled:

 

"HOUSE CONCURRENT RESOLUTION URGING THE CITY AND COUNTY OF HONOLULU TO TAKE NECESSARY STEPS TO FINALIZE, PRIORITIZE, AND MATERIALIZE THE MAKAKILO DRIVE EXTENSION PROJECT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the City and County of Honolulu to:

 

     (1)  Take necessary steps to finalize, prioritize, and materialize the Makakilo Drive extension project; and

 

     (2)  Submit a report to the Legislature prior to the Regular Session of 2027.

 

     Your Committee received testimony in support of this measure from the Free Access Coalition; Palehua Townhouses Association; and numerous individuals.

 

     Your Committee finds that continued population growth in the Makakilo and greater Kapolei region has contributed to increasing traffic congestion along key corridors, including Makakilo Drive and Farrington Highway, limiting mobility and access for residents.  Although prior environmental review determined that the proposed Makakilo Drive extension project would not result in significant adverse impacts, the project has remained unrealized despite longstanding community support and repeated legislative interest.  This measure urges the City and County of Honolulu to take concrete steps to advance the Makakilo Drive extension project, including establishing a clear implementation timeline to move the project toward completion.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 159 and recommends that it be referred to your Committee on Finance.
