COM. REP. NO. 1647-26
Honolulu, Hawaii
, 2026
RE: H.C.R. No. 153
Honorable Nadine K. Nakamura
Speaker, House of Representatives
Thirty-Third State Legislature
Regular Session of 2026
State of Hawaii
Madame:
Your Committee on Economic Development & Technology, to which was referred H.C.R. No. 153 entitled:
"HOUSE CONCURRENT RESOLUTION URGING THE UNITED STATES CONGRESS TO PROVIDE TAXPAYER RELIEF FOR TARIFF-RELATED COST-OF-LIVING IMPACTS ON HAWAII HOUSEHOLDS,"
begs leave to report as follows:
Your Committee did not receive any written testimony on this measure.
Your Committee finds that tariffs imposed under the current federal administration have resulted in increased costs for essential goods, directly impacting American households and disproportionately burdening lower-income families. Your Committee further finds that Hawaii households face uniquely high costs of living due to geographic isolation and a heavy reliance on imported food, fuel, construction materials, and consumer goods, making residents especially vulnerable to price increases resulting from tariff policies. Your Committee recognizes that Congress has previously authorized rebates, refunds, and direct payments to taxpayers to mitigate economic harm caused by federal policy decisions. Accordingly, this measure urges the United States Congress to provide taxpayer relief for tariff-related cost-of-living impacts.
As affirmed by the record of votes of the members of your Committee on Economic Development & Technology that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 153 and recommends that it be referred to your Committee on Finance.
Respectfully submitted on behalf of the members of the Committee on Economic Development & Technology,
