Madame:

 

     Your Committee on Public Safety, to which was referred H.C.R. No. 150 entitled:

 

"HOUSE CONCURRENT RESOLUTION REQUESTING THE HAWAII EMERGENCY MANAGEMENT AGENCY TO IDENTIFY AND ASSESS EMERGENCY SHELTERS CAPABLE OF WITHSTANDING HURRICANE CONDITIONS AND TO DEVELOP A PLAN TO IMPROVE THE STATE'S HURRICANE SHELTER CAPACITY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Hawaii Emergency Management Agency to identify and assess emergency shelters capable of withstanding hurricane conditions and to develop a plan to improve the State's hurricane shelter capacity.

 

     Your Committee received testimony in support of this measure from one individual.

 

     Your Committee finds that emergency shelters in Hawaii are often located in facilities such as schools, community centers, and other public buildings that may not have been designed to withstand hurricane-force winds.  Your Committee further finds that identifying which shelters are structurally capable of protecting residents during hurricanes will improve disaster preparedness and public awareness.  Your Committee also finds that a publicly available inventory of shelters and their storm-resilience capabilities will help residents make informed decisions during emergency situations.

 

     Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Public Safety that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 150, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as H.C.R. No. 150, H.D. 1.
