     Your Committee on Consumer Protection & Commerce, to which was referred H.C.R. No. 137 entitled:

 

"HOUSE CONCURRENT RESOLUTION REQUESTING HEALTH MAINTENANCE ORGANIZATIONS IN THE STATE TO ADHERE TO AND BE HELD ACCOUNTABLE FOR ISSUING TIMELY REIMBURSEMENTS OF HEALTH CARE CLAIMS PURSUANT TO THE STATE'S CLEAN CLAIMS STATUTE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request health maintenance organizations in the State to adhere to and be held accountable for issuing timely reimbursements of health care claims pursuant to the State's Clean Claims Statute.

 

     Your Committee received testimony in support of this measure from the Hawai'i Healthcare Task Force, the Hawai'i Medical Association, and six individuals.

 

     Your Committee has amended this measure by amending the "be it resolved" clause to request that the Department of Commerce and Consumer Affairs – Insurance Division prioritize investigation and enforcement of complaints under the Clean Claims Statute.

 

     As affirmed by the record of votes of the members of your Committee on Consumer Protection & Commerce that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 137, as amended herein, and recommends its adoption in the form attached hereto as H.C.R. No. 137, H.D. 1.
