STAND. COM. REP. NO.  1725-26

Honolulu, Hawaii

                , 2026

RE:   H.C.R. No. 123

Honorable Nadine K. Nakamura

Speaker, House of Representatives

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Madame:

Your Committee on Human Services & Homelessness, to which was referred H.C.R. No. 123 entitled:

"HOUSE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF HAWAIIAN HOME LANDS AND STATEWIDE OFFICE ON HOMELESSNESS AND HOUSING SOLUTIONS TO DEVELOP A COORDINATED SUPPORT AND STABILIZATION PATHWAY FOR NATIVE HAWAIIAN BENEFICIARIES EXPERIENCING HOMELESSNESS OR EXTREMELY LOW INCOME,"

begs leave to report as follows:

The purpose of this measure is to request the Department of Hawaiian Home Lands and Statewide Office on Homelessness and Housing Solutions to develop a coordinated support and stabilization pathway for native Hawaiian beneficiaries who have an extremely low income or are experiencing homelessness.

Your Committee received testimony in support of this measure from the Department of Hawaiian Home Lands; Statewide Office on Homelessness and Housing Solutions; Aloha Independent Living Hawaii; and two individuals.

Your Committee finds that native Hawaiian beneficiaries who have an extremely low income or are experiencing homelessness often require coordinated, sustained support to achieve housing stability and break the cycle of poverty.  Your Committee further finds that improved coordination between the Department of Hawaiian Home Lands and Statewide Office on Homelessness and Housing Solutions would reduce duplication of effort, streamline service delivery, and provide clearer pathways to stabilization for native Hawaiian beneficiaries.  The development of a coordinated support and stabilization pathway requested by this measure is one such avenue that could help ensure eligible Hawaiian Home Lands beneficiaries receive comprehensive assistance consistent with trust obligations.

As affirmed by the record of votes of the members of your Committee on Human Services & Homelessness that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 123 and recommends that it be referred to your Committee on Judiciary & Hawaiian Affairs.

Respectfully submitted on behalf of the members of the Committee on Human Services & Homelessness,
