Your Committee on Education, to which was referred H.C.R. No. 111 entitled:
"HOUSE CONCURRENT RESOLUTION REQUESTING THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII TO REVIEW AND CLARIFY THE ROLES, RESPONSIBILITIES, AND FUNCTIONS OF THE UNIVERSITY OF HAWAII SYSTEM IN RELATION TO THE RESPONSIBILITIES OF INDIVIDUAL CAMPUSES,"
begs leave to report as follows:
The purpose and intent of this measure is to request the Board of Regents of the University of Hawaii to review and clarify the roles, responsibilities, and functions of the University of Hawaii System in relation to the responsibilities of individual campuses.
Your Committee did not receive any testimony on this measure.
Your Committee finds that confusion regarding the distinct functions of the University of Hawaii System and each campus has contributed to a non-complementary distribution of programs, raising costs and inefficiently using limited state resources. The incoherence and redundancies caused by a lack of differentiation between each institution's role also increase the risk that important categories of students will not be effectively served. This measure seeks to align the University with best practices in higher education and support effective coordination and decision-making by clarifying the roles of the System and each member institution.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 111, and recommends its adoption.
