Your Committee on Education, to which was referred H.C.R. No. 110 entitled:
"HOUSE CONCURRENT RESOLUTION REQUESTING THE UNIVERSITY OF HAWAII BOARD OF REGENTS TO REVIEW AND REFINE THE OPERATIONAL MISSIONS OF THE UNIVERSITY OF HAWAII'S FOUR-YEAR INSTITUTIONS TO ENSURE THAT EACH CAMPUS FULFILLS A DISTINCT AND COMPLEMENTARY ROLE IN SERVING STUDENTS AND THE STATE,"
begs leave to report as follows:
The purpose and intent of this measure is to request the University of Hawaii Board of Regents to review and refine the operational missions of the University of Hawaii's four-year institutions to ensure that each campus fulfills a distinct and complementary role in serving students and the State.
Your Committee did not receive any testimony on this measure.
Your Committee finds that unclear operational missions across the University of Hawaii's four-year institutions contribute to duplication of programs and unnecessary costs. An expert consulting firm recommended that the University refine the operational missions to ensure that each campus has a clear and complementary role in serving the State, therefore strengthening collaboration across campuses. This measure seeks to support economic resilience and workforce development by better aligning educational offerings with the needs of local communities and economies.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 110, and recommends its adoption.
