Madame:

 

     Your Committee on Higher Education, to which was referred H.C.R. No. 110 entitled:

 

"HOUSE CONCURRENT RESOLUTION REQUESTING THE UNIVERSITY OF HAWAII BOARD OF REGENTS TO REVIEW AND REFINE THE OPERATIONAL MISSIONS OF THE UNIVERSITY OF HAWAII'S FOUR-YEAR INSTITUTIONS TO ENSURE THAT EACH CAMPUS FULFILLS A DISTINCT AND COMPLEMENTARY ROLE IN SERVING STUDENTS AND THE STATE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Board of Regents of the University of Hawaii to review and refine the operational missions of the University of Hawaii's four-year institutions to ensure that each campus fulfills a distinct and complimentary role in serving students and the state.

 

     Your Committee received comments on this measure from the Board of Regents of the University of Hawaii.

 

     Your Committee finds that clearly defined operational missions can strengthen collaboration among campuses, reduce unnecessary duplication of programs, and better align educational offerings with the needs of Hawaii's communities and economy.  Your Committee further finds that the National Center for Higher Education Management Systems has recommended that the University of Hawaii refine and clarify the operational missions of its four-year institutions to ensure that each campus has a clear and complementary role in serving the State.

 

     As affirmed by the record of votes of the members of your Committee on Higher Education that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 110 and recommends that it be referred to your Committee on Finance.
