Madame:

 

     Your Committee on Energy & Environmental Protection, to which was referred H.C.R. No. 10 entitled:

 

"HOUSE CONCURRENT RESOLUTION URGING THE CITY AND COUNTY OF HONOLULU TO ESTABLISH A PERMANENT LANDFILL HOST BENEFITS PROGRAM AND PROGRAM ADVISORY GROUP,"

 

begs leave to report as follows:

 

     The purpose of this measure is to urge the City and County of Honolulu to:

 

     (1)  Establish a permanent program to compensate communities that have hosted or will host landfills; and

 

     (2)  Create an advisory group composed of community members to identify specific host community concerns and assist in the management and distribution of compensation funds or benefits.

 

     Your Committee received testimony in support of this measure from the Prince Kūhiō Hawaiian Civic Club; Makakilo/Kapolei/Honokai Hale Neighborhood Board No. 34; and Association of Hawaiian Civic Clubs.  Your Committee received testimony in opposition to this measure from one individual.

 

     Your Committee finds that residents living near active landfills have an increased risk of health problems due to poor air quality and unmitigated dust pollution.  Your Committee further finds these residents have incurred substantial costs as a result of their vicinity to landfills, including expenses for medical treatments, home repair, and installation of air filtration systems.  This measure seeks to initiate a program to provide financial support to communities impacted by landfills.

 

     As affirmed by the record of votes of the members of your Committee on Energy & Environmental Protection that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 10 and recommends that it be referred to your Committee on Economic Development & Technology.
