Your Committee on Water, Land, Culture and the Arts, to which was referred H.C.R. No. 106 entitled:
"HOUSE CONCURRENT RESOLUTION ENDORSING WAIKIKI AS A WORLD SURFING RESERVE,"
begs leave to report as follows:
The purpose and intent of this measure is to endorse Waikiki as a World Surfing Reserve.
Your Committee received testimony in support of this measure from the University of Hawaiʻi College of Social Sciences, University of Hawaiʻi Sea Grant Program, Waikiki Beach Special Improvement District Association, and one individual.
Your Committee finds that Waikiki is both the top attraction for tourists to the State and an ecologically rich watershed. Unfortunately, the world-renowned and popular surf zone in Waikiki is vulnerable to the effects of climate change, demonstrating how Waikiki's economic viability depends upon the preservation of its environmental health. By advocating for the designation of Waikiki as a World Surfing Reserve by the Save the Waves Coalition, this measure will promote and build upon local efforts to preserve a cultural, economic, and natural state icon.
As affirmed by the record of votes of the members of your Committee on Water, Land, Culture and the Arts that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 106, and recommends its adoption.
