Your Committee on Transportation, to which was referred H.C.R. No. 104 entitled:
"HOUSE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF TRANSPORTATION AND THE DEPARTMENT OF TRANSPORTATION SERVICES OF THE CITY AND COUNTY OF HONOLULU TO WORK WITH COMMUNITY GROUPS TO ADVANCE THE SYSTEM OF COASTAL TRAILS ON THE NORTH SHORE OF OAHU,"
begs leave to report as follows:
Your Committee
received testimony in support of this measure from the Department of
Transportation; Hawaiʻi
Bicycling League; and one individual.
Your Committee finds that the North Shore
of Oahu experiences significant traffic congestion and limited safe options for
non-vehicular travel, as many roadways lack separated and paved pathways for
pedestrians and cyclists. Existing
coastal trails, developed through years of community and government
collaboration, provide safer and well-utilized alternatives for residents and
visitors, but remain incomplete and require further coordination to expand. This measure advances a connected system of
multimodal coastal trails on the North Shore of Oahu to improve safety,
accessibility, and mobility along the North Shore.
Your Committee notes the concerns expressed by the Department of Transportation regarding coordination with landowners and the potential need for additional funding sources.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 104 and recommends that it be referred to your Committee on Water & Land.
