Your Committee on Finance, to which was referred H.B. No. 644, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO SINGLE-USE PLASTICS,"

begs leave to report as follows:

The purpose of this measure is to prohibit, beginning January 1, 2028, a business where food or beverages that are packaged and sold on the business's premises for individual consumption from the distribution, sale, or use of single-use plastic food ware containing plastic with regulated perfluoroalkyl and polyfluoroalkyl substances.

Your Committee received testimony in support of this measure from the Hawaiʻi Restaurant Association; Hawaii Environmental Change Agents Solid Waste Reduction Task Force; Energy Justice Network; Hawaiʻi Reef and Ocean Coalition; Restore the Commons; Sierra Club National Marine Team; and numerous individuals. Your Committee received comments on this measure from the Department of Land and Natural Resources; Department of Health; and Retail Merchants of Hawaiʻi.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 644, H.D. 2, and recommends that it pass Third Reading.
