Madame:

 

     Your Committee on Health, to which was referred H.B. No. 469 entitled:

 

"A BILL FOR AN ACT RELATING TO PARKING FOR DISABLED PERSONS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to allow an individual with a removable windshield placard to be issued a temporary disability travel placard to allow the use of the removable windshield placard when traveling.  

 

     Your Committee received testimony in support of this measure from the Executive Office on Aging; Disability and Communications Access Board; Hawaiʻi State Council on Developmental Disabilities; Hawaii Disability Rights Center; Arc of Maui County; and two individuals. 

 

     Your Committee finds that when persons with disabilities who have been issued a removable windshield placard travel either between the islands or out of state, they are often placed in situations where they need to park in an accessible parking space at the airport but also wish to take their windshield placard to use during their travels.  Your Committee further finds existing law does not allow these individuals to take their placards with them on their travels and still have access to accessible parking spaces at other in-state or out-of-state airports.  This measure is intended to reduce barriers to travel for persons with disabilities by allowing for the issuance of a temporary disability travel placard, which will allow a person with a disability to maintain access to accessible parking spots regardless of where they travel.

 

     Your Committee has amended this measure by:

 

     (1)  Clarifying that a disability travel placard must have its expiration date clearly printed on the front of the placard and must be issued in a color distinct from other disability parking permits;

 

     (2)  Inserting a definition for "disability travel placard";

 

     (3)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (4)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 469, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 469, H.D. 1, and be referred to your Committee on Judiciary & Hawaiian Affairs.
