Madame:

 

     Your Committee on Finance, to which was referred H.B. No. 322, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO VOTER REGISTRATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Authorize state agencies to implement automatic voter registration if designated by the Office of Elections; and

 

     (2)  Require eligible applicants for instruction permits, provisional licenses, driver's licenses, and identification cards to be automatically registered or preregistered to vote unless the applicants opt out.

 

     Your Committee received testimony in support of this measure from the Hawaiʻi State Lesbian, Gay, Bisexual, Transgender, Queer Plus Commission; Pride at Work - Hawaiʻi; HOKU PAC; Hawaiʻi Alliance for Progressive Action; Imua Alliance; and numerous individuals.  Your Committee received testimony in opposition to this measure from Hawaiian Islands Republican Women and three individuals.  Your Committee received comments on this measure from the Department of the Attorney General; Office of Elections; Office of the City Clerk of the City and County of Honolulu; Department of Customer Services of the City and County of Honolulu; and League of Women Voters of Hawaii.

 

     Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 322, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 322, H.D. 2.
