     Your Committee on Finance, to which was referred H.B. No. 2614, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO DECEPTIVE PRACTICES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Require merchants that sell cosmetics to accept returns of new or unopened goods within specified timeframes;

 

     (2)  Clarify the definition of a "conspicuous sign"; and

 

     (3)  Beginning July 1, 2027, require a merchant that sells cosmetics and receives three or more warning letters from the Office of Consumer Protection for failing to post a conspicuous sign to post return and refund policy signs.

 

     Your Committee received testimony in support of this measure from the Department of Commerce and Consumer Affairs.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2614, H.D. 1, and recommends that it pass Third Reading.
