Your Committee on Finance, to which was referred H.B. No. 2606, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO OFF-SITE CONSTRUCTION,"

begs leave to report as follows:

The purpose of this measure is to establish and appropriate funds for the Off-Site Construction Working Group within the State Building Code Council to develop proposals for an off-site construction program.

Your Committee received testimony in support of this measure from the Department of Hawaiian Home Lands; Office of Planning and Sustainable Development; Housing Hawaiʻi's Future; Plumbers and Fitters UA Local 675; CARES; and two individuals.

Your Committee requests further consideration as to whether a representative of the Department of Hawaiian Home Lands should be added as a member of the Off-Site Construction Working Group.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2606, H.D. 2, and recommends that it pass Third Reading.
