Your Committee on Public Safety, to which was referred H.B. No. 2566, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO SPECIAL LICENSE PLATES,"

begs leave to report as follows:

The purpose of this measure is to authorize the issuance of special number plates for members of the Hawaii Civil Air Patrol.

Your Committee received testimony in support of this measure from one individual. Your Committee received testimony in opposition to this measure from the Department of Customer Services of the City and County of Honolulu.

Your Committee finds that for over eighty years, the Civil Air Patrol has assisted emergency management agencies throughout the nation, including Hawaii, with response and recovery efforts during and after disasters. Its missions include emergency services, aerospace education, and cadet programs. Your Committee further finds that the Civil Air Patrol's emergency response and recovery activities include but are not limited to search and rescue, damage assessments, aerial photographs of affected areas, alerts and notifications, and transportation of supplies. Although members of the Hawaii Civil Air Patrol carry appropriate identification, your Committee also finds that a special license plate would help make its members more readily identifiable by police and other first responder agencies during emergencies.

As affirmed by the record of votes of the members of your Committee on Public Safety that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2566, H.D. 1, and recommends that it be referred to your Committee on Finance.
