Your Committee on Finance, to which was referred H.B. No. 2549, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO AGRICULTURAL PRODUCTION,"

begs leave to report as follows:

The purpose of this measure is to establish and appropriate funds for a Clean Plant Program within the Department of Agriculture and Biosecurity to support the production, maintenance, and distribution of disease-free, clean plant material to growers, nurseries, and other agricultural producers in the State.

Your Committee received testimony in support of this measure from the Department of Agriculture and Biosecurity; Office of Hawaiian Affairs; Hawaii Floriculture and Nursery Association; Reforestation Policy Hui; Hawaii Cattlemen's Council; Hawaiʻi Farm Bureau; Hawaiʻi Food+ Policy; and two individuals.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2549, H.D. 1, and recommends that it pass Third Reading.
